On March 26, 2009, the Federal Republic of Germany ratified the UN Convention on the Rights of Persons with Disabilities (UN CRPD) . The rights to equal participation and an inclusive society set out in the convention are therefore binding and the rights of people with disabilities are recognized as general human rights. The gradual implementation of the Convention is a task for society as a whole.

The City of Jena is based on the broad concept of inclusion, which strives forthe participation of all citizens .

Thanks to its integrative and interdisciplinary approach , social planning hasthe potentialto create a needs-based infrastructure for all citizens and to develop strategies, projects and measures for an inclusive community.

Inclusion is an important cross-sectionaltask also in all other planning in the city of Jena , be it in the area of migration and integration, urban planning as well as in the creation of planning documents such as thepoverty prevention strategyor the recommendations for the 2nd education report.

"Inclusive Jena" action plan

The "Inclusive Jena" action plan forms the core of the city's inclusion planning.

The basis for the "Inclusive Jena" action plan is the United Nations Convention on the Rights of Persons with Disabilities (UN CRPD ) of 13.12.2006 , which was signed by the Federal Republic of Germany on 30.03.2007 and adopted by the German Bundestag on 04.12.2008. The Convention has been binding for the Federal Republic of Germany under international law since 2009.

The "Inclusive Jena" action plan was unanimously adopted by the city council on 15.03.2017. It was largelydrawn up by theAdvisory Board for People withDisabilities with the participation of organizations, politicians, administration and citizens .

The focusis on the further expansion of accessibility in the city of Jena as well as the improvement of access opportunities for participation and participation in society, but also to remove existing barriers that stand in the way of implementing the UN CRPD.

The Advisory Board for People with Disabilities of the City of Jena accompanies the implementation process of the action plan.

The Advisory Board is an independent, non-denominational and non-partisan representation of the interests of people with disabilities in the city of Jena. Its tasks include the implementation of the "Inclusive Jena" action plan.
