State program for living together in solidarity
General information
The Thuringian state government's Solidary Living Together (LSZ)program focuses on the interests of the entire family, aims to strengthen existing services and provide new impetus.
The aim is to promote measures that improve or maintain the living conditions of families. This ranges from the compatibility of family and career and the mobility of family members often associated with this, to family education or recreational opportunities and good advice and information systems.
The diverse support options are reflected in the program's six fields of action:
- Steering, networking, sustainability and planning
- Compatibility of family, career and mobility
- Education in the family environment
- Advice, support and information
- Living environment and quality of life
- Dialogue between the generations
On the one hand, the state of Thuringia promotes existing family support services such as
- Women's and family centers,
- parenting, marriage, family and life counseling centers,
- Thuringian parent-child centers (ThEKiZ) and
- grants for work with senior citizens.
On the other hand, it promotes new family-supporting, planning and coordinating tasks in the municipalities.
Due to the existing infrastructure in the area of integrated social planning, the city of Jena was able to carry out subject-specific and integrated planning at an early stage and begin implementing the state program at the highest funding level (level 3).
The city of Jena's subject-specific integrated plan was adopted by the Social Affairs Committee on 28 October 2018 (18/2048-BV: Subject-specific integrated plan as part of the state program "Solidarity between generations/family one99") and forms the planning basis for the state program for five years. This plan was based on the representative survey "Living in Jena 2018" of 10,000 citizens (response rate: 25.8%) and various organizations on the topic of family.

Allocation of funds
For the allocation of financial resources, the city has drawn up a guideline and a project application for sponsors, welfare associations and church sponsors, on the basis of which the application and approval of funds takes place. The LSZ planning advisory board acts as a technical committee and advises on submitted projects, measures and offers from facilities and providers. The members of the planning advisory board are
- the Head of the Department for Family, Education and Social Affairs,
- representatives of the political groups in the Jena City Council,
- the Chairperson of the Social Committee,
- the heads of the specialist departments for health, social affairs, youth welfare and youth and education,
- a representative of the Paritätischer Wohlverband, Jena district group,
- a representative of the Jenaer Bündnis für Familie and
- the Equal Opportunities Officer of the City of Jena.
The social committee decides on the award.
